DEVELOPMENT OF MANPOWER IN BIOTECHNOLOGY

This scheme is aimed at the development of manpower and infrastructure related to biotechnology in the State. Emphasis is laid on the provision of short term biotechnology fellowships and conduct of seminars/popular lectures in biotechnology.

GUIDELINES FOR BIOTECHNOLOGY FELLOWSHIPS

1. PURPOUSE

To provide short term fellowships of 3-6 months duration to the scientists of the state for under going skill improvement courses and learning new techniques in chosen areas of Biotechnology at premier national laboratories / research institutions of the Country.

2. ELIGIBILITY.

i) The applicant should be a permanent resident of J&K State
ii) The applicant should possess 1st class Masters Degree in any branch of science related directly with Biotechnology
iii) The applicant should be below 40 years of age as on first day of the calendar year in which the notification is issued
iv) The candidate sh0uId be h0Idin-.8 a regular position in a recognized S&T Institution, Laboratory, University or College within the State,
v) The fellowship shall be awarded once in life time.

3. PROCEDURE.

I) Application as per the format shall be invited by the S&T Council from the
eligible scientists of the State through an open advertisement in the local dailies in the month of June every year so as to reach the Additional Director, S&T Council within a period of30 days.

II) The applications shall be subjected to -preliminary screening}.g by the Technical Secretariat of S&T Council for ascertaining the eligibility of the candid~.

III) The eligible candidates shall be asked to appear before -Selection committee for ..interview. The committee shall include two experts from relevant scientific fields and Additional Director, S&T Council as Member with Commissioner/Secy; S&T as
Chairman, It. Director, S&T Council shall be Member Secretary of the Committee

IV) The recommended/selected candidates shall be relieved by the head of the institution/Department for joinin-8 the fellowship programme treating him/her as on duty during the period of fellowship.

V) The candidates shall be paid the amount of fellowship in two equal installments i.e. at 'the time of j0iniQ..8 of the pr°..8ramme after S&T Council receives documents viz. joining report from the working and the second and last instalment shall be released by the S&T Council after the successful completion of the fellowship pr°.8ramme and submission of the work "done report/completion certificate duly authenticated by the concerned .Bide of the institution where the candidate has undertaken the fellowship 'pr°.8ramme.

4. DETAIlS OF THE FELLOWSHIPS.

a) The fellowship shall be awarded for a period of three to six m0nths. The candidates shall specify the period (based on the correspondence with the host institution) at the time of a application/ interview

b) The fellowship shall carry a stipend of Rs.4500/- per month with a contingency ..8rant of Rs.IOOO/- per month and one time to - fro train/bus fare as per entitlement from the parent Institution to the Host Institute. The fellowship shall be in addition to the normal salary! of the fellow from his Parent Organization. The fellow shall in no case be entitled to the deputation Allowance.

c) The selected candidates shall have to complete the training / research before the closure of the
financial year in which the fellowship is awarded.

5. HONORARIUM AND INCIDENTAL.

i) An honorarium of Rs.500/- shall be paid to each expert/member 0f the selecti0n committee. Besides the experts shall be entitled to TA/DA as admissible to them as per norms/rules in vogue.

ii) TA/DA as per norms and admissibility shall be paid to the candidates who shall be called for interview for the award of fellowship

iii) Incidental / Miscellaneous charges shall be met as per actuals.
